Hurricane Hours - Labor Law Question

In regards to Hurricane and paying hourly employees. If a company allows employees to borrow hours so that they do not have hardship (for missed days during a hurricane), when the employees works more than 40 hours with the additional hours to pay back, are we required to pay overtime on the additional hours even though the additional hours is to pay back borrowed hours that are not overtime?

According to Federal law, hours worked are required to figure into overtime

Overtime is on hours worked, unless negotiated otherwise.
